Just in case, I submit the following proposal that, because of its
dependency, will only come into effect if war is actually declared on Agora.
In times of danger, we are constrained to limit civil liberties :-D

Add a Rule, entitled "Border Security", to Section 0, that reads:
{
Either the Registrar, the Ambassador, or the Spymaster may unilaterally
refuse to allow any External Force to become a player if he believes the
External Force may be associated, in any manner, with a hostile entity, such
as an external Nomic.

This rule is inapplicable except when B Nomic is officially at war with
another entity.

Amend Rule 6-2 to read:

A Player who was a Player of B Nomic as of the start of nweek 133 may, as a
Game Action, assign a Vacant Ministry to himself.

Amend Rule 6-4 to read:

A Player who was a Player of B Nomic as of the start of nweek 133 may, as a
Game Action and without 2 objections, Usurp a non-Vacant Ministry. In this
case, the Ministry is no longer assigned to the previous Minister and is
assigned to the Usurper instead.

Add a Rule, entitled "Secrecy", to Section 3, that reads:

There exists a ministry known as the Ministry of Secrets. The Minister of
Secrets, also known as the Spymaster or as Mata Hari, is responsible for
establishing a covert Private Forum to fulfill the same function as B
Nomic's publicly accessible Discussion Forum, and for communicating the
existence of said Private Forum to trusted Players, whenever she feels such
action may be necessary. [[Circumstances necessitating the establishment of
a covert Private Forum may include, for example, infiltration of B Nomic by
agents associated with hostile Nomics.]]
