[s-b] Creating a new MiniMinistry.

I hereby establish the MiniMinistry of Arguments. It is located next 
door to the MiniMinistry of Abuse (at this point unestablished). The 
MiniMinister of Arguments is Billy Pilgrim. The responsibility of the 
MiniMinistry of Argument is to perpetuate a connected series of 
statements intended to establish a proposition, while also automatically 
gainsaying of anything any other person says.
