I propose the following:

   {{ Section 1
          Hereby establishes the Ministry of Internal Revenue, to be 
administered by the Minister of Internal Revenue. The Minister of 
Internal Revenue shall have the Power to lay and collect taxes on 
currency, from whatever source derived, in accordance with Section 2 of 
this Proposal. The Minister of Internal Revenue shall have the Power to 
establish penalties for tardiness or non-compliance.

          Each April 15th, each Currency Owning Object shall owe on the 
maximum amount of currency held by said Currency Owning Object a levy or 
tax of no more than 10% as declared by the Minister of Internal Revenue 
on the previous April 15th.
