[s-b] Proposal: No More Membership Tests!

In Rule 1-4, amend the third paragraph to read:
"An External Force may become a Player by posting a message to a Public
Forum containing a request to become a Player and a uniquely identifying
name that it wishes to be known by. Such a request shall take effect without
objection after 4 ndays (or ndelays if the clock is off). It may do this if
and only if it fulfills the following requirements:
-It is not currently a Player
-It has a working e-mail address"

Repeal Rule 1-17.

[[That way we can just shut down any attempt at becoming a player that seems
questionable, instead of arguing over membership tests.]]
