To prevent players from submitting a dozen proposals in an nweek in an
effort to achieve Legislative Dominance victory, I submit this proposal:

In the Victory Conditions document, under Win by Legislative Dominance,
amend

Trigger: Three proposals made by the same player pass during the same nweek,
and no proposals made by players other than that player pass during that
nweek.

no more than one of this player's proposals fail during that nweek, and no
proposals made by players other than that player pass during that nweek.
