I propose the following:

In Rule 1-8, insert as a new paragraph after the second:

There exists a ministry known as the Ministry of Law. The Minister of
Law, also known as the Rulekeeper, is responsible for maintaining a
Public Display of the current Rules and Victory Conditions.

In Rule 2-2, insert as the first section a section entitled "The
Ministry of Change" with the following text:

There exists a ministry known as the Ministry of Change. The Minister
of Change, also known as the Chairman, is responsible for maintaining
a Public Display of the current Proposals, including whether they have
passed or failed if applicable.

In Rule 2-5, replace the section entitled "the Oracle" with:

There exists a ministry known as the Ministry of Questions. The
Minister of Questions, also known as the Oracle, is responsible for
maintaining a Public Display of the current Consultations. There
exists an Object called the staff of ZOT. The Oracle holds the staff
of ZOT.

In Rule 1-4, add at the beginning of the rule the following paragraph:

current Public and Discussion Fora.

Minister of Rule Tag, also known as the Rule Tag Moderator or The
Bearer of the Wobbly Hat of Justice, has the following restrictions,

If proposal "MiniMinistries" did not pass, add at the end of Rule 6-1:

There exists a ministry known as the Ministry of Ministries. The
Minister of Ministries, also known as Kurt Gödel, the Metaminister or
the MoM, is responsible for maintaining a Public Display of the
current Ministries and their Ministers, as well as maintaining a
Public Display of the current state of the Clock. E is also
responsible for tracking any state of the game that isn't covered by
some other Ministry.

Repeal Rule 6-7.
