but can only vote via one of them, and Factions' Vote Power decays.

In the "Factions" rule, remove

In Rule 2-2, in the "Voting" section, change

Any Player may submit a Vote on an Open proposal at any time. The
Vote must be one of the words FOR, AGAINST, or ABSTAIN; other words
are ignored.
The most recent Vote on a proposal by a Player is called that
player's Final Vote on that proposal.

A Registered Voter is an Outsider that is allowed to vote on
Proposals. There is an Attribute Vote Power with a Scope of
Registered Voters, a Range of the nonnegative integers, and a
Default Value of 0.

other words are ignored.
The most recent Vote on a proposal by a Registered Voter is called

In the "Factions" section, create a new rule
__Factions May Vote__

All Factions are Registered Voters.
At most once each nweek, between the start of Breakday and the end
of Rushnight, a Player who is a party to a Faction may as a Game
Action declare e is Giving eir Allegiance to that Faction. Doing so
increases that Faction's Vote Power by 1.
At the beginning of each nweek, after Open proposals have become
Historical, each Faction's Vote Power gets set to 75% of its prior
value, rounded down to the integer closest to zero.

If Peter's "Completely Redoing Our Post System" proposal did not
Pass, then remove " after Open proposals have become Historical,"
from that new rule.
In the "Gameplay" section, create a new rule
__Players May Vote__

All Players are Registered Voters.
At the beginning of Ballotday, each Player who Gave eir Allegiance
to a Faction during that nweek has eir Vote Power set to 0. All
other players have their Vote Power set to 1.
