I propose:

  Create the following rule:

     Players have an attribute known as 'present'. Upon becoming a
     player, one automatically becomes present. A player may become
     present at any time by announcing their intent to do so on a public
     forum.

     Two nweeks after this rule is enacted, all players who are not
     present cease to be players, and this rule is repealed.

  Make all players not present.
