I think both consultations 001 and 002 are Pondered since it has 
definitely been more than 4 ndelays since they were answered.

curiously the rule states:

   At the beginning of the fourth nday (or ndelay if the clock is off)
   after the Answer has been submitted to a public forum, the state of
   the Consultation becomes Pondered.

Supposing a consultation is answered on nday 12, if the clock becomes 
stopped on nday 2, then does the consultation becomes pondered as soon 
as the ndelay is 2 or when the ndelay is 4 or does it even become 
pondered at all before the clock starts again ?
