Replace in rule 2-2 the text: {{Any player may submit a proposal at
any time, or may revise a Pending proposal e owns by resubmitting it,
unless a rule says otherwise. }}

with: {{ Any player may submit a proposal at any time via a game
action, or may revise a Pending proposal e owns by resubmitting it via
a resubmitting game action (making clear the original proposal that it
replaces), unless a rule says otherwise. }}

No-one gains or loses any points because this proposal passes or fails.
