In Rule 2-6, after the sentence "Motions
are initially Pending." add:

A Pending Motion may have its type changed
to the Motion type Annulled by the Object
that submitted it.
An Annulled Motion is a Motion of type "Annulled".
Annulled Motions will have no effect.
Annulled Motions become Historical immediately.
