Upon perusing Tidiness (4-7), I see that you are correct.
While Genechips are within my purview, the document which
allots them falls under Change or Law (but not Banking).
So, I suppose, my Ref is not legal, and your's is. If 
objections are lodged, I'll Prop a change.
