I recognize these.

While it's not explicitly clear that Triller can change eir Lobbying
choices, it looks to me like e can lobby at any time, and the setting
of Senatorial votes looks at the number of Lobbyists, not the number
of Lobbyist votes, so I guess it works. But it might be nice if it
were clearer.
