higher on each Open Proposal than they would otherwise have.

Create a new rule in section 3:

As long as there exists a player who has more Amplitude than any other
player, that player has the title "In the Lead" and has an Inundatron
one higher on each Open Proposal than e would otherwise have.

At the beginning of each nweek, if there exists a player who has at
least 1000 Amplitude, change each player's Amplitude to be 0.
