In Rule 1-3, replace the second paragraph with the text

If an Outsider would have legally taken a Game Action except for the fact that the Action was posted to a Discussion Forum instead of a Public Forum, and there is a Minister in charge of tracking the effects of that action, then that Minister may on a Public Forum repeat what the action was and announce on that Public Forum that e is recognizing the action. If the Minister does do this, then the action happens as though the Outsider's Action had been posted to a Public Forum instead of a Discussion Forum. This paragraph does not apply if in the same message as the action, the Outsider explicitly states that e is not attempting to take Actions via posting to the Discussion Forum.
