Give rule 3-19 the name "Classes"

Add the following paragraph to rule 3-19 after the first paragraph:

Set the following salaries for the following classes:
Boring guy 0
Priest      10
Senator    25
Lobbyist   5
Necromancer 10

Create the following class:

Salary: 15
To become or continue being a laureate[[should a comma be here?]] a player must own at least one nonhistorical proposal. Additionally, all nonhistorical proposals must be specialty proposals and at least one must not be a type D proposal. If the criteria for being a Laureate are not met then that player becomes a "Boring Guy".

Once per nweek,a Laureate may declare an open non-specialty proposal to be "poetically impaired". At the end of voting, ignore all votes maybe votes of all the proposals which are "poetically impaired".
