[[ Since I didn't receive a Fort when I joined the game,
and I can't seem to find a rule with which to acquire one,
I propose: ]]

In rule 10-2, just after the text "initially 100." add the  sentence:

Any player who has never owned a Fort may acquire one with 100
sections by both stating eir wish to possess one and specifying
its location on The Grid in a public forum.
}}
At the end of the first paragraph, add the sentence:

A player who's Fort has been destroyed may reacquire one by 
specifying eir wish to reacquire one, its location, and its number
of sections in a public forum, and paying the price for the number
of sections e wishes the Fort to have.
}}
