Lobbyist   5
Necromancer 10

Create the following class:

To become or continue being a laureate[[should a comma be here?]] a player must own at least one nonhistorical proposal. Additionally, all nonhistorical proposals must be specialty proposals and at least one must not be a type D proposal. If the criteria for being a Laureate are not met then that player becomes a "Boring Guy".
