As I tried to mention at some point, p72 messes this prop up... It
can't change the text in Rule 3-3 that doesn't exist. It can Add a
paragraph to the rule defining the Tax... I'm just not sure if it does
anything, or if it's compulsory (since it says that A player *must*
pay the Poll Tax), or what this does exactly.

Since p72 added sections to this rule, I'm adding a section for this
change to go in, with the section name in comments.

In any event, amended Rule 3-3/6. I hope we can all still vote.
