I submit a Tweak:

Give Rule 3-10 the title "Titles".

Give Rule 3-11 the title "Wages".

Put Rule 1 (from not in a section) into Section 9, and renumber it
appropriately for being in that section.

I call this Tweak #4, and players have 7 days to Second or Object to it.
