Well not for that reason. The current rules only allow calling an election if the position is open or if you are currently holding it. Neither is true in this case. (Of course, allowing for others to call an election occasionally might not be a bad idea, particularly in case a minister suddenly disappears or is doing a poor job, so you might want to propose something that lets you do that.
