Recognized. (I suspect it might have just been posted to -discuss
before... When I'm in a rush to maintain the game since Arcana has to
do an *awful* lot at the moment, I'm likely to just miss things in
-discuss, instead of suggesting that you post them to a public forum
instead.)

The current rules only allow calling an election if the position is
open or if you are currently holding it. Neither is true in this
case. (Of course, allowing for others to call an election occasionally
might not be a bad idea, particularly in case a minister suddenly
disappears or is doing a poor job, so you might want to propose
something that lets you do that. But you can't do it quite yet.)
