Add the following text to Rule 6-8:

If there are less than four Blank Tiles in existance, create enough Blank Tiles so that there would be four in existance.

If there are more than four Blank Tiles in existance, Blank Tiles are destroyed when they would be put into the Bag.

Create a new Talisman:

Appearance: A three foot rod with a large model of a blank tile at the end of it.

Effects:
Sacrifice: Choose a tile from your rack. That Tile is put into the Bag. Create a blank tile in your rack.

If proposal 34 passes, replace the text "2 Souls" with "225 SP."
