Each player has an attribute called eir Amplitude, which is an integer that is initially 0.

When a Proposal changes from Open to Historical, each player who cast a vote on it has eir Amplitude incremented by 1.

When a Proposal Passes, its owner has eir Amplitude incremented by 2.
