[s-b] Pause=5; Voting now Open

The value of the Pause is now 5.

Assuming that no Refresh Proposals have been submitted between when I
wrote this and when it was sent, there is one item on the Refresh
Ballot, which is Wonko's prop to reset the rules.

If other Refresh Props were submitted, I'll post an updated Ballot
sometime tonight.

Voting is open until the value of the Pause is 7. (And I don't mind
waiting until then, even if there's only one thing on the Ballot, as
it will give me some time to implement the changes.)
