Saying "I do X, Y number of times" is reasonable because someone could conceivably send a message detailing Y number of actions even though an infinite number of times might be tough. Being able to use a shortened statement like this saves everyone a little time. With "I do X if Y" statements, players can create dozens of these at a time and make for a nightmare in timing issues. Conditions are interesting but there must be some heavy restrictions on use.
