r497 is the one that says Rules can have subsections. I think it's perfectly obvious that rules can have subsections, which makes this rule completely superfluous. Moreover, it actually restricts what we can do by, for example, forbidding incomplete sentences in subsections, which arguably invalidates some rules, such as r15, that contain incomplete sentences ('An absolute point in ntime, such as "nweek 212, nday 6" ' is an element of a bulleted list in a subsection of r15).
