A New Rule by ?Rodney

A Seal is an ascii symbol or ascii art symbol that a Ministry has
reserved .A Minister may reserve any Seal for eir Ministry as long
as it is not in common use ,it is not reserved by another Ministry and
eir ministry has not allready reserved a Seal.Only the Minister of the
Ministry that has reserved a particular Seal may use that Seal.Any 
Game Document that contains a Seal and was not made by the Minister
of the Ministry that has reserved that Seal is Null & Void and has no
effect on the Gamestate.
