Again I guess it's up to me to roll dice...

 Roll 1 is 3
 Roll 2 is 4
 Average: 3.5
 Sum: 7

So both attempts fail.

It would be awfully convenient if somebody set up an email address 
where one could send a message with random determinations in it and 
some script on the server would read the message, replace the 
determinations with random choices, and send that to spoon-business.

I'm thinking the input would look something like this:

---------
I us Mining to attempt to remove D11. I roll a % 1d4 %.
BvS sez: Each player gets one %choice{Fire,Ice,Slush,Vodka}% Gnome
I wish I had %randint(4,100)% points.
---------

And the output would look like:
---------
% Dice roller: Chose 3, Slush, 29

I us Mining to attempt to remove D11. I roll a 3.
BvS sez: Each player gets one Slush Gnome
I wish I had 29 points.
---------

Does anyone have the necessary tools to implement such a thing, and 
does anyone have any suggestions for features etc. it should have?
