The Ministry of the Roster is a Ministry. The duty of the Minister of
the Roster is to maintain the Roster, a display easily accessible to

Roster must include the names and attributes of all Players."

Make the Player known as Zarpint the Incomplete the Minister of the
Roster. [[unless anyone else wants it]]
