I propose:

__Fixing Props__

In rule 5 (Serial Numbers) replace " Proposals, Rules and other objects 
requiring serial numbers" with "Rules and other objects requiring 
serial numbers".

In rule 19 (Proposals) replace "All Proposals may be modified, with no 
restrictions not specified in this Rule, by the entity that proposed 
them, if one exists, at any time before voting begins on them." with 
"Proposals are revisable objects, except that proposals are numbered on 
a separate set of serial numbers from other revisable objects, with 
each new Proposal receiving an id number one higher than the last 
number assigned to a Proposal."

Renumber all proposals issued since the beginning of the Voting Period 
when this prop was voted on, numbering the first one submitted with 1, 
and each subsequent one (in chronological order) with the number one 
higher than the proposal before it.

away from the CFIs and Rules ]]
