To fix some errors, amend my recent proposal as follows:

At the beginning of the second paragraph of the r256 revision, replace the
text {{Every time}} with {{Every time that the Voting Gremlin is Active
and}}.
>From the Token-creation clause, delete the phrase {{with a value of zero}}.

I'm still undecided on the Legislative Veto thing... what do y'all think?
