[Spoon-business] eclairification


I propose the following delicious legislation to formalise, extend and
sweeten current practice.

Amend Rule 1638 to read:

Flour:
If an object is referenced in the rules, but there is no statement in
the rules defining that object, that object is equivalent to a
Chocolate Eclair. A Chocolate Eclair is an object that can be eaten or
smeared, and may have a name.

Butter:
A player may claim an undeclared object by posting an Eclair Claim to a
Public Forum.  [[This action may take the form "I claim the chocolate
eclair X", where X is the object's name.]]  An Eclair Claim should
preferably be accompanied by a list of the rule(s) that reference the
object, but this is not mandatory.  No player may post more than one
Eclair Claim in a single nday.

Sugar:
The administrator shall judge whether each Eclair Claim is valid and,
if so, amend all rules that reference the object by deleting the
references and then applying eir powers of executive tidyness to the
remainder as e sees fit.  In rare cases this may result in the entire
text of a rule being deleted, in which case the rule is automatically
repealed.  The player who submitted the claim then receives a Chocolate
Eclair with the same name as the object removed.

Chocolate:
A player may eat any Chocolate Eclair in eir possession.  This
increases eir Charm by one and destroys the eclair.

Cream:
A player may smear any Chocolate Eclair in eir possession over any
other object in eir possession, any object that is in no-one's
possession, or any Player.  This destroys the eclair, and the object is
said to have been smeared.  This has no lasting effect except as
specified by the rules.

Eggs:
If a player is smeared, e loses one Charm.  
If a card in a player's hand is smeared, that card is treated as having
an empty body text until after it is played, discarded or otherwise
leaves eir hand.
If a proposal is smeared during a ballot, this counts as an extra No
vote on that proposal, cast by the player who smeared it.  This does
not occur if the player is forbidden to vote more than once [[e.g. in a
Strict poll]].
