[Spoon-business] Fixing things

I propose:

{{
__Put that back!__

[[
Note: This is just my Age Group fix done as a reenactment, except I also removed the bit where two-year old players get a Win. Notice how I can do that, and thus remove the two-year advantage, without repealing the other 90% of the rule, and without impairing any other rules. Good stuff.
]]

Reenact rule 1282 with the text:
{{
__Age Groups__

A. Age Groups
There exist groups of players called Age Groups. No player may ever be in more than one age group.

B. Newbies
All players who have been playing for less than two nweeks and less than a month are in the Newbie age group. Such players are called Newbies.

C. Civilians
All players who have been playing for more than a month but less than six months are in the Experienced age group. Such players are called Civilians.

D. Veterans
All players who have been playing for between six months and one year are in the Veteran age group. Such players are called Veterans. When a player becomes a Veteran, e receives one point of Respect.

E. Oligarchs
All players who have been playing for between one year and two years are in the Oligarch age group. Such players may be referred to as Oligarchs. They may also be referred to by whichever of the following titles matches their gender:
Male: Patriarch
Female: Matriarch
Drone: Neutriarch
Undeclared: Waffliarch
When a player becomes an Oligarch, e receives three points of Respect.

F. Ancients
All players who have been playing for more than two years are in the Elder age group. Such players may be referred to as Ancients. They may also be referred to by the title matching their genders as described in the above section, with "Elder" prepended to the title. When a player becomes an Ancient, e receives five points of Respect.

G. Reborn players
If a player quits the game and rejoins, e is considered a new player for the purposes of this rule; that is, e will begin over as a Newbie.

H. The Revered Elder
The player who has been in the game for the longest time holds the title "Revered Elder."

[[
Note: The following fixes the mention of veterans in r128, and also corrects a number of small typos. It's "appellate", not "appelate", and "judgment", not "judgement".
]]

Amend r128 to read:
{{
__Appeals__ {*(CFJ, CFI),Layer 4*}

I. Appeals
Within seven days of the issuance of a CFI's judgment by an entity other than the Upper House, any player or the Administrator may Appeal that CFI. When this happens, that CFI is reassigned to the Upper House.

II. The Upper House
There exists a group of players called the Upper House. The Upper House consists of every player who is in the Veteran Age Group or a higher Age Group, who is Off Leave, and who hasn't been recused from any CFI within the past two nweeks. If fewer than three players meet the aforementioned qualifications to be part of the Upper House, then all players who have been playing for more than one month, and who are not On Leave, are counted as members of the Upper House.

III. Upper House Judgment
When a CFI is assigned to the Upper House, all members of the Upper House who are Eligible Judges for that CFI become Appellate Judges for that CFI. If this would result in fewer than three Appellate Judges, then all members of the Upper House become Appellate Judges.

Each Appellate Judge may issue a ruling on the appealed CFI, within 7 ndays of its appeal, provided that the Upper House has not yet issued a ruling on it. Appellate Judges may alter their rulings at any time before the Upper House issues its ruling. If at any time during the 7-nday period the Upper House has not issued a judgment on the CFI and a majority of the Appellate Judges have issued the same ruling on that CFI, then the Upper House issues that ruling on that CFI.

IV. Administrative Judgment
If, after seven days, the Appellate Judges of a CFI have not been able to reach a decision, then the Administrator must issue a judgment for them, which the Upper House will issue instead.

V. Overturning and Upholding
If a judgment made by the Upper House is contrary to a judgment made on the same CFI by a non-appellate judge, then the original Judgment is said to be overturned; if the two judgments are the same, the original one is said to be upheld.
