__The Council of Elders__

A. Definition
There exists an object known as the Council of Elders. The Council of Elders consists of four seats, numbered one through four, each of which is held by a player; these players are called Councilors. A player is eligible to be on the Council of Elders if and only if e is in the Veteran, Oligarch, or Elder age group.

B. The Shaman
One member of the Council of Elders is the Shaman. Only an Oligarch or an Ancient may be the Shaman.

__Council Elections__

Every two nweeks, a Council Election is called on the (n+1)th seat on the Council, where n the number of the last seat an election was called on, modulo 4. If no election has been called on any seat, n is 1 instead.

A Council Election consists of two phases, the Nomination Phase and the Voting Phase, each of which lasts for one nweek.

For the purposes of a Council Election, the term non-Councilor refers to a player who either isn't a councilor, or who holds the seat for which the election is being held [[ i.e., e's on the verge of not becoming a councilor. ]]

During the Nomination Phase, players may nominate themselves to be Councilors and/or to be the Shaman. Only non-Councilors eligible to be on the Council may nominate themselves to be on the Council. Only players eligible to be the Shaman may nominate themselves to be the Shaman.

When the Nomination Phase ends, the current Shaman shall publish the names of all players who nominated themselves to be Councilors or the Shaman. The voting phase then begins.

During the voting phase, each player may vote exactly twice, once for Shaman, and once for Councilor (multiple votes may be cast, but only the last one shall be considered). A legal vote for either position consists of a list of all the candidates for that position in order of the voter's preference, from first choice to last choice.

At the end of voting phase, the following happens:
A winner of the Shaman election is calculated as follows:
Each player who cast a vote is considered to be a supporter of the highest choice on their vote who wasn't eliminated. If any candidate for Shaman is supported by a majority of all voters, that candidate wins the Shaman election. Otherwise, the candidate who received the fewest votes, or all candidates tied for that position, are eliminated. This process is repeated until a candidate wins the Shaman election, or until there are no candidates left who have not been eliminated. If there are no candidates left who have not been eliminated, the current Shaman must choose which candidate wins the Shaman election. E may only choose from among the candidates who were last to be eliminated. If there were no candidates to begin with, the current Shaman wins the Shaman election.

The winner of the Shaman election becomes the Shaman. If that candidate is not a Councilor, e becomes one, holding the seat for which the election was held (replacing whoever held it before em). If that candidate was a Councilor, then the winner of the Council election is calculated in the same manner as the winner of the Shaman election was (except that if there were no candidates to begin with, the current holder of the seat up for election wins the election); the winner of the Council election becomes a Councilor, holding the seat for which the election was held (replacing whoever held it before em).

It is the duty of the player who was Shaman at the beginning of the election to tally the votes cast and calculate the results.
