[Spoon-business] Upstanding Citizens 

I propose a rule:

__An Upstanding Citizen__ {*(Objects:Players:Properties:Upstanding,Dimensions:Charm,Dimensions:Act ivity,Dimensions:Respect,Gameplay:Winning)*}
A player is said to be Upstanding if and only if they have positive Charm, positive Activity, and positive Respect. 

A Player who isn't Upstanding may not be awarded a Win.
