Having started this argument on t-shirts I think I
should finish it.  I propose

Change the text of rule 1082/0 to read

{{There may exist objects called T-shirts. T-shirts
may have text on them.
T-shirts may only be modified as described in the
rules.  There exist "T" number of T-shirts.  "T" is
defined a being one quarter of the number of points in
the Gremlin Fund.  T-shirts are created by proposals
as described by the rules.  T-shirts may have the
attributes Color and Text. }}

And I also propose

{{_T-shirt Props._ 
After rule 19/12 section A.1 add section A.2, A.2's
titles "T-shirt Proposals" and is to  to read

{{T-Shirt props. are a request for t-shirts and must
include the attributes for the requested t-shirt as
described in The Rules.  T-shirt props. only need a
1/3 minority to pass. This rule supersedes Rule 15/14
in this aspect. }}
