I propose;

Add the following +++++ delimited text to rule 16

D. The Administrator may designate a public Fora to be a Subgame Fora. A Subgame Fora sahll be refered to as 'the XXXX Fora', where XXXX is replaced with the 
name of a subgame. A Subgame Fora exists for the sole purpose of activities relating to the Subgame it is named for. Activities not related to the Subgame so 
named need not be recognised by the administrator or any other entity.
