I amend the proposal below by adding, after this section of the 
proposed rule text:

If such a restriction is judged unreasonable by a CFI, members may 
ignore that restriction.

This is necessary because otherwise, if a reasonable restriction became 
unreasonable, it would still be legal to have it because the Statute of 
Limitation would legitimize it. This way, even if it was legal to put 
it in, it can be squelched by CFI nonetheless.
