[Spoon-business] Proposals: Cleaning House

It seems to me that before we try to fix anything, we should first 
erase whatever is better off dead than repealed.

I've gone through and picked out everything that seems to me to be A) 
old enough that if it were going to be used, it would have been 
already, B) unused enough that nobody will miss it, and C) easy to 
repeal without needing to change lots of rules and replace lots of bits 
[[Football is the exception to the last]].

So, I propose 5 proposals, separated by dashed lines for clarity:

This is an A la Carte proposal:
