I create the following rule:

__Rescinding props__

At any time before Voting begins, a Player may choose to Rescind one of eir 
unrescinded proposals. When e does so, the prop becomes Rescinded. The player 
in question loses one point for each time e Rescinds a prop, unless e dosen't 
have any points, in which case e loses Respect instead. A rescinded prop does 
not appear on the Ballot, is not implemented, and does not give or take any 
points for passing or failing.
