The syntax 'Add:' followed by some delimited text, when in the context of a 
proposal, means that if the proposal passes, the Administrator adds the 
delimited text to the ruleset in a location to eir discretion. This may be 
in another rule, in a subsection of another rule, as a new rule, or in any 
other manner the Administrator decides.
