[Spoon-business] Prop fixes

In __The Grid: Not Just for Football Anymore__, change the text of the 
proposed section B.6. Defense Platforms to read:

"Up to two Defense Platforms may be placed on each Grid space, provided no 
other Improvements occupy that Grid space, or one may be placed on a square 
already containing an Elbonian Airways, Elbonian Starways, Landong Zone, or 
Power Plant. A Defense Platform may not be placed on a Grid space which 
already has more than one other Improvement on it."

Add to the second block of additions in that proposal:

B.7. LZs
Landing Zones, or LZs, are Improvements which cost 300 BNS.
}

In that same proposal, add a section at the end:

Remove from Rule 1326.C [[which is out of place in the rule]]:
"LZs are passable uncarryable Grid Objects that may be purchased for 300 BNS 
and placed on any location within two squares of the purchasing player."

Replace "When an Army is Purchased, it can be placed on the Grid either on a 
square adjacent to the General where there are no Armies owned by other 
entities, or on an LZ." with "When an Army is Purchased, it must be placed 
on an LZ owned by the General. If no such LZ exists, it is placed on a 
random unowned LZ."
