I vote SHELVE. Looking over it now, I've just realized that the 
following excerpt:

 In Rule 1186, __Lake Caffeine__, change "If any player enters Lake 
Caffeine"  to If any player or Barney enters Lake Caffeine". [[I'm 
leaving him out of  the 'Dead' part on purpose.]]

doesn't function properly, as it would result in Barney "gaining 3 
Activity, 20 Entropy, losing 5 BAC, and becoming 'Wired'". The 'Wired' 
is okay, but Barney doesn't have Entropy or Activity.

I vote No. Again, I don't like removing abilities I have. As long as I 
*can* vote privately, I see no reason why I shouldn't also have the 
option of voting publicly. If this passed, it would only mean that I'd 
have to send my Nomvivor votes twice if I wanted them to be legal and 
visible to everyone.

I vote Shelve. Proposals altering rules that were modified by other 
proposals happens often and intentionally, such as every time a 
proposal changes a rule other than rules from the initial set that 
still have revision number 0.
