[Spoon-business] A minor precedence issue

Okay, given that problem with Special Abilities being screwed with by the 
Rule 33, I looked into fixing Rule 33 to solve the problem now and forever.

I propose:

__Subsections Revisited__

Change the fifth paragraph of Rule 33 to read as follows: "Whenever one 
section of a rule conflicts with another section of the same rule, the 
section which appears later in the rule takes precedence over the earlier 
section; however, if a subsection of a subsection of a rule conflicts with 
the subsection it is nested within, the higher-level subsection takes 
precedence."
