[Spoon-business] The Clock will soon be Off

The ballot is at the "it has to be out NOW" stage in about a half-hour,
and, well, it won't be.

I intend to wait for the clock to turn Off from that, issue the ballot
(which turns the clock back On), then immediately afterward issue a
one-day Writ of Delay (so everyone gets the standard three days to
consider ballot issues).
