The Prez of M-Tek makes this club prop:

This is an A La Carte prop.

1. If Proposal 1304 passes, move Rule 0 to layer 4.  Whether or not it passes, create a layer between that occupied by Rule 0 and the one below that layer, and move Rule 10 there.

2. Move Rules 126, 127 and 128 to the layer immediately below Rule 0.
