Having given a muffling scarf to Athena, I propose:

cast for that proposal are affirmative votes, or if that proposal's effects,
directly or indirectly but unavoidably, modify a rule in one of the highest
two layers and less than 90% of the votes cast for that proposal are
affirmative, the proposal is Shelved.

more easily. Perhaps something like 2/3 majorities or something should be
required, instead of a different veto mechanism, but I generally don't like
requirements of higher majorities for passing unless it's really
