So lemme get this straight... You want to reward people simply for not 
casting abstains?  I only cast abstains if I really don't care, or don't 
know if the benefits outweigh the problems (used to be I said no in the 
past, but I got friendlier), or if it's something like a declration of 
respect for me, or some other conflict of interest.

One problem:  Define "causing a rule to have higher chutzpah".  If I vote 
for a prop that did it, did I cause it?

I see this as just another digit in chutzpah.  You could give one set of 
rules chutzpahs in the 100's, one set in the 200's... same thing.  And I 
think precedence is complicated enough as it is.
