Create the following Mandate for the Affected Visionary Philosophy: 

An Affected Visionary is someone who dreams of a wholly peaceful and democratic world.  E is disenchanted by extra votes, unfair advantages, and Overlordship.

An Affected Visionary gets, once per nweek, an extra No vote on a single proposal that would give a certain entity or entities an extra vote.  If no proposal is made in an nweek that would allow an extra vote, then Affected Visionaries do not receive an extra vote.}}
