Shelve - I resent the fact that everyone but Glotmorf and myself could

Shelve - too powerful, plus it encourages people to fail rather than shelve,
and randomize outcomes rather than abstain. This is a Bad Thing.

No - I could render a rule effectively immortal by proposing repeatedly to
repeal it and give me 1000 points. Or, I could try to repeal the Ruleset
every nweek, and nobody would ever be able to repeal a rule again. That
would be a Bad Thing.

No - Didn't it get repealed by the whole, "repeal anything that's
deactivated for three nweeks" thing? And if not, why not fix it? It would
